The woman, who emerged from a sewer at the corner of Rufino and Adelantado Streets in Legazpi Village, Makati City, has become the talk of the town on various social media platforms as well as in newspapers and online news outlets. The bizarre scene has left netizens with mixed reactions — from comfort, to fear, to concern about the woman’s true condition.

Amid the controversy and popularity of the incident, the possibility of using the situation for a more meaningful purpose has surfaced. In an interview, DSWD Secretary Rex Gatchalian said that the agency plans to hire the woman, known as “Rose,” as an ambassador for their programs.

Gatchalian explained that Rose can help spread the message that receiving government assistance, especially from the DSWD, is safe and beneficial. There are often people who are hesitant or afraid to receive government assistance, so the secretary believes that Rose can help change this perception.

“Maybe we can use her as an ambassador to explain that nothing bad will happen if you come with us, but only help,” said Gatchalian.

The DSWD is the main government agency responsible for providing aid, support, and services to citizens in need or critical situations. They aim to reach people who are on the streets, homeless, or experiencing mental and emotional distress — like Rose’s situation.
